The Cambodian Institute for Democracy (CID) is an independent Cambodian civic institution dedicated to strengthening democratic culture, civic learning, ethical leadership, and informed public engagement in Cambodia.
Founded in 2019 by a group of Cambodian intellectuals, researchers, and civic leaders, CID works to promote civic learning, leadership development, independent knowledge, constructive dialogue, and responsible participation through research, public education, digital literacy, and democratic engagement initiatives.
CID believes that sustainable democratic development depends not only on political institutions, but also on informed citizens, ethical leadership, independent knowledge, and a culture of peaceful and constructive engagement. Guided by this belief, CID creates platforms that support public learning, leadership formation, civic participation, and evidence-informed dialogue across generations.
As a Cambodian-led institution, CID brings together civic education, leadership development, research, public dialogue, and digital citizenship within a single institutional platform committed to Cambodia’s long-term democratic civic development.
Today, CID works with youth, educators, researchers, civil society organizations, media actors, development partners, and communities to strengthen civic capacity, democratic resilience, and inclusive public engagement in a rapidly changing social and digital environment.

Historical Background
The Cambodian Institute for Democracy (CID) was founded on 23 October 2019 by Cambodian intellectuals, researchers, and civic leaders who shared a common belief in the importance of democratic culture, civic learning, human dignity, and peaceful public engagement for Cambodia’s long-term development.
CID was officially registered under Cambodia’s Law on Associations and Non-Governmental Organizations (LANGO) in December 2019.
CID emerged during a period of significant social, political, technological, and generational transformation in Cambodia. Recognizing the growing need for independent civic learning, ethical leadership development, constructive public dialogue, and evidence-informed engagement, CID was established as a Cambodian-led platform dedicated to strengthening democratic values and responsible citizenship through constructive and educational approaches.
Since its establishment, CID has organized a wide range of civic learning initiatives, leadership programs, public dialogues, research activities, digital literacy programs, and youth engagement platforms. CID has also contributed to public discourse through policy analysis, commentary, media engagement, publications, and educational resources on democracy, governance, human rights, digital society, leadership, and public affairs.
Over time, CID has evolved from a project-oriented civic organization into an emerging civic institution seeking to strengthen Cambodia’s long-term democratic civic infrastructure through leadership development, independent knowledge production, public education, and constructive engagement.
Today, CID continues to strengthen its role as a trusted platform for civic learning, democratic dialogue, ethical leadership, and informed public reasoning in Cambodia and the wider region.
