A Message from the President

Welcome, and thank you for your interest in the Cambodian Institute for Democracy (CID).

CID was founded on a simple but deeply important belief: that Cambodia’s long-term development depends not only on economic progress or political institutions, but also on informed citizens, ethical leadership, independent knowledge, and spaces where people can learn, reflect, and engage with one another constructively and peacefully.

In a time of rapid social, political, technological, and generational change, these foundations matter more than ever.

Since our establishment in 2019, CID has worked to strengthen democratic culture and responsible citizenship through civic learning, leadership development, research, public dialogue, and digital literacy initiatives. We believe that democracy is not only a political system but also a culture of participation, public reasoning, accountability, pluralism, and civic responsibility that must be cultivated continuously across generations.

From the beginning, CID has sought to approach public engagement through learning rather than confrontation and through evidence rather than rhetoric. Our goal is not simply to organise activities but to contribute to the long-term civic foundations necessary for a peaceful, inclusive, and democratic society. Through leadership academies, public dialogues, research initiatives, civic and digital literacy programs, and democratic learning platforms, CID works to help individuals and institutions better understand public life, navigate complexity, and contribute responsibly to their communities and society.

CID is an independent and non-partisan Cambodian civic think tank. We work with young people, educators, researchers, civil society organizations, media actors, development partners, and communities who share a commitment to critical thinking, ethical leadership, constructive dialogue, and informed civic participation. We do not claim to possess all the answers. Rather, we seek to create spaces where we can explore ideas thoughtfully, respectfully, and inclusively.

As Cambodia and the wider world continue to undergo profound transformation shaped by digital technology, artificial intelligence, shifting geopolitics, and evolving social realities, CID also recognizes the growing importance of digital citizenship, information integrity, and responsible public engagement in the digital age. We believe that future democratic resilience will depend not only on institutions, but also on citizens’ ability to think critically, engage responsibly, and participate constructively in increasingly interconnected societies.

Over time, CID aspires to grow beyond a project-based organization into a trusted Cambodian civic think tank and public learning platform that contributes to democratic culture, ethical leadership, independent knowledge, and constructive public dialogue across generations.

We are deeply grateful to our partners, supporters, collaborators, alumni, and participants for the trust they place in CID and for their shared commitment to peaceful engagement, inclusive development, and the long-term strengthening of Cambodia’s civic future.
