Cambodian Civil Society to Petition Paris Peace Agreements’ Signatories on Violations of Sovereignty and Peace

Phnom Penh, August 19, 2025

A broad coalition of Cambodian civil society organizations—including associations, trade unions, and youth networks—will submit a petition on Wednesday, August 20, 2025, to the embassies of the countries that signed the 1991 Paris Peace Agreements. The petition calls on these signatories to urgently uphold their commitments to protect Cambodia’s sovereignty, territorial integrity, and peace.

This petition responds to recent military clashes along the Cambodia–Thailand border, which have resulted in loss of life, displaced tens of thousands of civilians, disrupted schools, and damaged cultural heritage sites. Civil society groups warn that these actions violate international law and threaten to destabilize peace in the region.

The petition urges signatory states to convene urgent consultations under Article 5 of the Paris Peace Agreements, establish an international fact-finding mission to investigate the alleged violations, and coordinate humanitarian and peacebuilding efforts for the affected communities.
